The oversight debate is about passengers. The vehicles may arrive carrying parcels
London is arguing about who should license driverless taxis — the Department for Transport or TfL. Worth noting what that argument does not cover: TfL has acknowledged that operators can seek approval for purposes such as shopping and delivery without needing its consent. Autonomous capability may well reach London streets through goods rather than passengers, and through a regime nobody is currently examining.
Where we sit
Passenger and courier work run on the same layer here from the outset, because the line between them is a regulatory distinction rather than a technical one — and it is not clear which side moves first.
Omnia is built for both sides of that. A party with work connects once and reaches any fleet it has agreed terms with. A fleet connects once and is reachable by any source of work it has agreed to accept. Neither gives up control of who it deals with.
