Mandate a mix of human and machine, and someone has to hold the dial
Uber is lobbying for rules — including a proposed 85% human-driver floor in New Jersey's robotaxi pilot — that would require driverless services to run human and autonomous supply side by side. Whatever the safety case, a mandated split has to be enforced at the moment each job is dispatched. The revealing part is who wants to hold that dial: the incumbent that wrote the rule, rather than a neutral layer everyone could share.
Where we sit
A mix is only enforceable by whoever is doing the dispatching. It matters a great deal whether that is a competitor or a layer both sides configure for themselves.
